I'm one of them, as a Commander Titan for a long time. Most Heart of Inmost Light users have been aware of this bug and have used it to great effect. If you then punch an enemy after you use one of your other abilities, you will go up to x2. You are supposed to rotate through your abilities and use them to help the cooldowns of your other abilities, most commonly by proccing barricade.

It's based on the order of your abilities, or the rapidity of the abilities you use, it bypasses the limit of Empowered which is clearly supposed to remain at 1. It's not something Bungie would buff, and instead is something they would nerf/fix/remove. This isn't a good idea to bring attention to if you want to keep x2/x3 or have it remain at its current strength. The empowered buff does not increase to x2 unless you activate your abilities in a specific order (I believe, or its just random) and as far as I know the empowered x3 just does not activate. With that large influx of Inmost Light users came the realization that the exotic wasn't working as it was supposed to. But with Beyond light came many behemoth mains and many people drifted towards a subclass neutral exotic as there were none for behemoth specifically.

I'm not quite sure how long this has been an issue, around a year maybe? Perhaps longer. The empowered buff lasts 10 seconds but you can refresh it AND strengthen it by using another of those abilities within 10 seconds of another for an Empowered x2 buff, and a third ability, empowered x3. The affected abilities include melee, barricade, and grenade. It makes them stronger and recharge faster. For those unaware, the Titan chest exotic, "Heart of Inmost Light," has the perk that "empowers" your other abilities when you use them.
